We already know that BushCo is out to prove Clinton wrong about that: (from February 2006)
State Department Iraq coordinator James Jeffrey told reporters he was asking Congress for $100 million for prisons but no other big building projects were in the pipeline for the department's 2006 supplemental and 2007 budget requests for Iraq, which total just over $4 billion.
And as soon as Team BushCo can get the corruption and incompetence of the people they've hired to build the gulag under control, I'm sure they can start filling it up quicker than you can say "due process."
