The Constitution indicates "The President shall from time to time give to Congress information of the State of the Union and recommend to their Consideration such measures as he shall judge necessary and expedient."

Tradition says the State of the Union occurs around the same time in January. And typically a president wouldn't do one before he leaves office out of courtesy to the next president.

But there is nothing stopping the President from giving a quarterly State of the Union.

I suggest Congress legislate that.

Agreed. I want the next year to go as smoothly as an ice cube on glass with nothing out of the ordinary happening so we can get to elections and a new administration as easily as possible. Even the suggestion that BushCo would have any reason to address Congress as to the State of the Union again is worrisome.

I've been saying for some time that I thought the pricks would arrange an "emergency", cancel the election, and go right on, maybe by declaring martial law. Now I think that's less likely to happen than it was 2 yrs ago, but not impossible. Everybody hates the SOB, even his own party and the middle levels of the military (Capt's, Majs, Col's). I doubt he could get any political support whatever if he pulled something like that and the military might actually rebel. Finally.

Having said all that, I still won't breathe easy until the new pres (Obama?) actually takes the oath of office. And BTW, might the election of a black pres be enough to overcome the hostility against Bush? Given the undeniable racism of the GOP, it could turn the tide.
